Windows XP Virtual CDs

I am trying to recover things from an an old XP drive. I came accross a directory name: VCD\Virtual CDs - XP\Cable Modem
It had the following files:
Cable Modem.000
Cable Modem.htm
Cable Modem.jpg
Cable Modem.VBL
Cable Modem.vc4
The first one was 175,206 KB. The rest were under 5 KB.
There were a large number of other ones in the Virtual CDs - XP directory.

Are these some type of CD images? If so, how can I recreate the CDs?

Virtual CDs

Dear Mr. Berman,

you have quite a lot of Virtual CD licenses beginning with Virtual CD v3 until the recent version v10. Please note that only v10 can be run with Windows 11!
Virtual CDs created with former versions are compatible with v10. At least required are the .000 file, which contains the data, and the .vc4 file.
